What is this movie?......?

The Movie involves this little girl and this mentally handicapped older boy. The girl lives with her sister, who is actually her mother. The girl runs away with the older boy and they get "married". Then the boy gets sick and medical people come to get him. I remember the girl saying, see you later alligator, then the boy says, in awhile crocodile.
