Leg rashes on both side of legs?!?

My mom has been having rashes on her leg for a long period of time. First it start off with just one big red flaky spot then it spreads to all over all leg. She say it itches at time too. Then it started to spread to her other side of leg. At one point it all went away in like a day or two then all reappear again the next day. So she finally decided to go see the skin care specialist They said its something from like the vein vessel popping because she's been standing to much. She works at a restaurant for more than 10 years standing for 10 hours straight without sitting the whole day for 5 days a week. So then we thought that was the problem. The doctor told her to buy a cream and buy a legging tights to help her leg blood flow more. She did buy the cream but she didn't continuously put it on but she did not buy the leggings because she said it was too expensive. 2 months later she still has the problem and now there is a little rash on her arms. WHAT COULD THIS BE?? Could it be some type of disease???
